It has been announced that Basant will be celebrated on a limited scale in Punjab, including Rawalpindi.
The Punjab government has issued the Punjab Kite Flying Ordinance 2025 for making and flying kites to celebrate Basant.
Kite flying will be subject to the permission of the Deputy Commissioner in Punjab, registration has been made mandatory for kite manufacturing and kite sale.
The 2001 ordinance banning kite flying has been completely repealed, and kite flying organizations will also need to register to obtain a license to manufacture and sell kites.
Every action taken in accordance with the previous ordinance has been considered legitimate. The ordinance empowers the Deputy Commissioner to allow kite flying at specific places, on specific days and at specific times.
The regulation states that DCs will allow unlimited kite flying, subject to the use of hazardous materials, and the police will have the power to make arrests and conduct searches.

The new ordinance clarifies that the police will also have the power to seize prohibited items. The government can delegate these powers to any organization or agency, if necessary.
Kite flying will be allowed at certain places and times, but kite flying will not be allowed for those under the age of 18. Cases will be registered for making and selling kites without registration.
Metal wire and sharp-edged wires will not be used. It should be remembered that in 2025, the government registered about 3,300 cases and arrested more than 3,000 people for making unsafe kites.
