Universities need Foreign Office approval for foreign NGO contracts.
HEC chief Dr. Mukhtiar Malik in a letter advised the vice-chancellors of universities and heads of educational institutions not to come into direct contact with international NGOs.
According to the Higher Education Commission, the Ministry of External Affairs has expressed doubt on this issue.
The correspondence states that the Department of External Affairs should always be consulted before entering into any agreement or taking any action with international organizations. International organizations and universities collaborate on important political issues as well as other issues.
HEC, several colleges across the country are signing tie-ups with foreign NGOs and the United Nations.
According to him, these agreements do not represent the nation well and should be stopped in view of the concerns raised by the State Department.
According to Dr. Mukhtiar Malik, universities should now participate in these activities with approval from the Ministry of External Affairs.
