According to the news agency, the bar is reportedly being opened to foreign diplomats, and customers will need to obtain a clearance code from the Saudi Foreign Ministry to purchase alcohol.
Buyers will have a fixed monthly quota and will have access to this clearance code through the mobile app. It is not clear, according to the sources, whether non-Muslims living in the kingdom will also be able to benefit from this.

The government of Saudi Arabia has yet to respond, although it should be noted that drinking and possessing alcohol in Saudi Arabia is illegal and punishable by severe fines, including public flogging.
