The report claims that the accounts support claims that New Delhi has launched a campaign of attack on people it perceives as being antagonistic to India. India has also been publicly accused by Canada of being involved in the murders of dissident figures, including a Sikh activist in Canada, and of a failed attempt at assassinating another Sikh leader in the United States last year. These accusations pertain to individuals charged with violent and serious terror offenses.
The Guardian noted that the new allegations concern nearly 20 murders that have been committed in Pakistan by unidentified gunmen since 2020 and that this is the first time Indian intelligence officials have spoken about the purported operations there. Moreover, extensive records have been sighted that purport Raw was directly involved in the assassinations.
Pakistani investigators have concluded that sleeper cells of Indian intelligence, primarily based in the United Arab Emirates, were responsible for these fatalities.
The increased activity of these cells, which are suspected of paying local criminals or impoverished Pakistanis millions of rupees to carry out the assassinations, was blamed for the spike in killings in 2023.
Additionally, the report claims that Indian operatives enlisted “jihadists” to carry out the shootings, leading them to believe that they were murdering “infidels.”
